Expenditure on education is an essential foundation for university education that is linked to the problems of society and the basic requirements that contribute to the implementation of plans of economic development, social, cultural and other, as well as provide for the needs and requirements of the labor market from the various administrative and technical disciplines, and others.
The trends of expenditure on university education at the present time for most Arab universities is a challenge that stands in front of its development, which is still the methods used for the distribution of spending in those universities do not contribute to the achievement of scientific independence, administrative, financial, and help to develop the infrastructure and scientific base. Thus, these universities can not keep up with the variables surrounding the global level, especially in light of developments in the world in various fields, which confirms the existence of a large gap between most Arab universities and universities of developed countries. Accounting for expenditure policy and philosophy of one of the most important elements of that gap.
In this context, the achievement of the objectives of universities is determined through a policy of spending based on a scientific basis to link spending depends on the goals of universities. All this requires the development of policies of the contemporary university education, what would keep pace with internal and external variables.
Therefore, this research aims to study and analyze trends in spending on higher education in some universities, Saudi Arabia and Yemen during the period from 1996 to 2005. Study contains a comparison of expenditure trends in two different models of those universities, whether in terms of educational policies in terms of the size of their financial resources. The research also aims to develop treatments to place the mechanisms to link the level and trends of spending to achieve the goals and objectives of a university |
