Abstract : Different motives of the license from one state to another, it is important to recognize these motives when planning for development. This study demonstrates the motives of the license in the Kingdom of Saudi Arabia. We find that the main motivation is profit, which is the goal of short-term while the transfer of technology, training and raising the efficiency of the national labor force which targets the development process Alohmvi occupied last in the hierarchy of grades, respectively. And perhaps likely, for ease of access to trained manpower qualified Alognih which represent a large proportion of the Saudi labor market, and therefore contrary to this strategic imbalance should seek Responsible authorities to modify it.
