Abstract	:	Facing public organizations in the Kingdom of Saudi Arabia, like other administrative organizations at times different crises in terms of characteristics and the degree of impact and risk, which requires them to deal with these crises in ways and different tools on the techniques and traditional tools to deal with situations and conditions the usual routine. This research aims to: - Definition Blatar knowledge to see the workers in supervisory and leadership positions in public organizations to the concepts and how to manage the crisis. - Introduction to the application of crisis management in public organizations in the Kingdom. - Assess the effectiveness of the administrative process for crisis management in public organizations in the Kingdom, and the main obstacles they face. - Propose recommendations for more effective crisis management in public organizations in the Kingdom. To achieve the objectives of the research, the researcher formulated three basic assumptions about the main axis of research. The researcher used the integrated approach takes elements from a number of social platforms Marine Biology. As the researcher designed questionnaire was distributed to a random sample of employees in leadership positions and supervisory in a number of Almazmat General in the Kingdom who are involved directly or indirectly, the management of the crisis, which takes into account the representation of organizations for a number of sectors of public activity, such as the industrial sector and the economic, financial, security and services. The research is divided into two main sections: - The first part concerns the concept of intellectual Balakar crisis and crisis management. - Section II: The field for the study results and recommendations. The selection of hypotheses the researcher used: - Weighted averages of the answers to the research sample. - Percentages. - Calculate the value of Chi square test of the relationship. The results of the study showed the approach of cognitive framework for leaders and supervisors in public organizations in the Kingdom on the concepts of crisis and management of the scientific framework of these concepts .. And public organizations as well as elements of the administrative process to manage the crisis according to the scientific method to deal with the crisis from the sense of crisis, through the planning of the intervention and n confrontation and response, and the end of the liquidation raised. The study also showed that despite the availability of most essential elements of the administrative process for crisis management in public organizations in the Kingdom, but there are a number of obstacles that limit their effectiveness is required. Finally, the researcher set of recommendations that will increase the effectiveness of crisis management in public organizations in the Kingdom, in connection B_khas aspects of planning, organization, leadership and guidance, make decisions, and systems Alnalomat and Communication and the media, in addition to the possibilities of human and material resources.
